Automatic self-hosted runner tracking

CI Insights now detects your real self-hosted runners on its own: any runner that runs more than one job is tracked, while single-use ephemeral runners are ignored. There’s no runner configuration to set up anymore — your runner and queue dashboards populate out of the box, including for setups that were never configured before.
