Merge Protections reports pending events
Merge protections with pending conditions (running CI, schedules) now report as pending instead of failing.
Merge protections rules that includes pending conditions (such as CI jobs running or schedule) will now report the status of merge protections to pending. This makes sure that merge protections respects the expected outcome of the conditions written.
