Mergify now requests the Organization administration (read) permission

Rulesets defined at the organization level only reach a GitHub App that has read access to organization administration. Without it, Mergify does not hear when someone edits an organization-level ruleset, and keeps applying the previous rules until its cache expires. A merge queue can then wait on a check that no longer exists.

The permission is read-only. Organization admins see a banner in the Mergify dashboard until it is accepted: follow its link, or go to your organization settings on GitHub, then GitHub Apps, then Mergify, and accept the pending permission update.
