Quarantined Tests Leave Quarantine Once They Recover

When you quarantine a test, or a selection of tests, from the dashboard, a new option unquarantines it once Mergify sees the test healthy again on your default branch, so a fixed test counts toward your CI again without anyone having to remember to unquarantine it. Auto-quarantine has the same setting in its configuration, so the tests Mergify quarantines for you can be unquarantined the same way, and each one shows in the activity log. The option is off unless you turn it on, in the dashboard, the auto-quarantine configuration and the API (unquarantine_when_healthy); quarantines created before this change are left as they are.
