Partition rules are now deprecated

`partition_rules` is deprecated — use `queue_rules` instead. Existing configurations are being upgraded.

The partition_rules are now deprecated and configuration changes are being pushed to upgrade to queue_rules instead.

Partition support will be removed on 2025-10-31.
